The Official Journal of the European Union has released EC Regulation No 765/2008 European Parliament and Council which regulates the activity of Accreditation in both Member States and in the actual European Union and the activity of Market Surveillance and Control of products entering the Community market. Having sure whether a product, process, service, system, person or body satisfies the requirements of the European Union is fundamental to marketing in this area. Organizations Conformity Assessment are responsible for checking that this is indeed so. But to be effective, these agencies must also consolidate its operation. Regulation of the European Parliament and Council on Accreditation regulates activity in both Member States and the European Union itself and the activity of Market Surveillance and Control of products coming to the States.
With the publication of this regulation, which is part of a series of measures taken by the European Union to improve the functioning of the internal market, there is a giant step to clarify the role of National Accreditation and to bring its operation throughout the Union.
The regulation restricts the use of the term accreditation only activity Agency assessment Conformity Assessment (laboratories, inspection and certification bodies and verifiers) developed by the National Accreditation and is applicable to both accreditation activities volunteer in the field and in the regulations.
The new text based accreditation model on the existence of a single National Accreditation Body appointed by each member. This agency operates a non-profit, independently and without competing with other national agencies. Regulation is a recognition by the Commission and the European Parliament that Spain accreditation model adopted more than twenty years with the establishment of the National Accreditation Board, ENAC, which is the English member of EA and signatory to the Multilateral Recognition Agreements in relation to accreditation, signed by the accreditation bodies of more than 50 countries. On the other hand, means a boost to the work done by EA since years in establishing and maintaining a peer review system reliable and robust than now becomes the cornerstone of the accreditation system in Europe.
